GREENVILLE, N.C. (WITN) -A movie theater in the east that had a limited opening a few weeks ago held its grand opening Friday.

Golden Ticket Cinemas celebrated the Greenville Grande Theater with a ribbon cutting.

The theater is in the same building as the former Regal Greenville Grande which closed in 2022.

The theater opened six screens with five more coming in the future, including the first IMAX auditorium in the east.

The president of Golden Ticket Cinemas says they hoped to open the theater last Christmas but faced delays and supply chain issues.

Amenities include stadium seating, reserved luxury recliners, signature snuggle loungers, a wide assortment of hot food menu options that can be delivered to your seat, and a full array of draft and bottled beer.

A project that would transform the Whittier Peninsula is expected to start construction by the end of the year.

North Carolina-based Zimmer Development Co. plans to build three seven-story buildings at 142 W. Whittier St., near Scioto Audubon Metro Park.

The project was approved by Columbus City Council in 2022. Development was delayed about a year by concerns about how the project would impact the nearby park, including any impact of increased traffic.

The developer is now building its own two-way road that would allow residents to turn off of Whittier and drive into the development to work around those concerns.

Landon Zimmer, managing partner of Zimmer Development Co., said environmental work has started at the apartment site, but remediation to residential standards takes time. The peninsula was once an industrial dump.

“It will be cleaner than the park,” Zimmer said. “Remediation will take a while, but we want to do it right.”

Each building in the development will have 260 units. About 10% of them will be priced those making 80% of the area median income.

“There is a lot of demand for housing in Columbus, and we want to fill that demand,” Zimmer told me. “We’re at a point now where we can go full speed ahead.”

The apartments will also have a resort-style pool.

The final version of the project is smaller than the developer’s original vision. In 2019, Zimmer pitched a mixed-use development with a hotel alongside office, retail and residential space. About 10 buildings were proposed at that time, including a handful of towers in the seven- to 12-story range.

The first phase of construction will include one of the apartment buildings and a multimodal trail, which will be connected to downtown Columbus following along the railroad tracks.

The development will also include 10 acres of green space, which will be open to the public.

Zimmer also plans to donate $1 million to the city to help build a new bridge near the site connecting the Brewery District to the park or make other improvements.

Work on that effort should also start this year. Columbus City Council has approved funding for the bridge that will link the Brewery District and the Scioto Audubon Park.

Change is coming to the Whittier Peninsula. Work is scheduled to start this year on a long-planned apartment development, and City Council last night approved funding for a $3.4 million project that will add a bike and pedestrian path to the Whittier Street Bridge.

The bridge crosses over two sets of railroads tracks and provides access to the Scioto Audubon Metro Park from the Brewery District. It currently has two lanes for cars and a narrow sidewalk – the new plan would widen the sidewalk into a ten-foot-wide shares use path, which would extend from Front Street to the beginning of the park’s path network and the Scioto Trail.

Work on the bridge could start as soon as February, according to the legislation.

The 780-unit apartment development, from North Carolina-based Zimmer Development Company, was approved by council in 2022. The approved plan calls for constructing three, seven-story buildings on a 17-acre slice of land wedged between park land and the railroad tracks.

An earlier proposal for the land from the same developer called for a much denser project, with a mix of office and residential uses and a tower that renderings showed to be about 30 stories tall.

Landon Zimmer, Managing Partner of Zimmer Development Company, said that the firm is still actively working on the project, completing the necessary environmental and site planning.

“Our goal is to begin construction later this year,” he said.

Zimmer had previously told CU that the project would be completed in phases – one building at a time – with the empty land being converted to greenspace that will be open to the public in the meantime.

The site of a former Walgreens on Dawson Street in Wilmington could soon hold a gas station and convenience store.

Walgreens left the more than 11,000-square-foot building at 1618 Dawson St. in 2021. Now, Circle K plans to demolish the vacant store to build a nearly 4,000-square-foot convenience store and 14 fuel pumps.

Before those plans move forward, Circle K officials hope to rezone the site from its current urban mixed-use district to a community business district. The Wilmington Planning Commission will consider a rezoning application stake.com online casino gamesfor the site at its meeting on Wednesday.

The building, bordered by Dawson, S. 16th and S. 17th Streets, has a long history as a pharmacy. The building was constructed in 1998, according to a real estate listing. Before becoming a Walgreens, the store operated as a Rite Aid; before that, it was an Eckerd Drug.

New plans for the site would remove the existing building, replacing it with a single-story Circle K convenience store, an outdoor seating area, gas pumps, and a fuel canopy, according to rezoning documents. The site’s existing ATM will remain. According to the company’s website, Circle K currently has eight Wilmington area locations.

The rezoning and new construction will bring the site into compliance with the city’s current Land Development Code, adopted by city leaders in 2021. To comply with the updated rules, for example, plans place the proposed convenience store building along Dawson Street.

Plans incorporate design elements that promote pedestrian connectivity and enhanced landscaping and lighting. According to the rezoning application, plans also feature crime prevention through environmental design principles, including clear sightlines and night-time lighting.

The application argues the vacant building has become a “detriment to the surrounding growth” and needs “redevelopment and revitalization.”

Officials with the Wilmington Urban Area Metropolitan Planning Organization have waived the traffic impact analysis for the site since many of the car trips generated by the site will be “pass-by trips,” which will “contribute few net trips to the adjacent roadway network,” according to rezoning documents.

The building and surrounding lot are owned by ZP NO 45 LLC, according to New Hanover County property records. The limited liability company, which is registered to Jeffrey L. Zimmer of Wilmington-based Zimmer Development Co., purchased the site in 1998 for $495,000.

The property currently includes a single-story store and a nearly 33,000-square-foot parking lot. The building and land are valued at $3.4 million, according to a 2023 valuation from New Hanover County.

The Wilmington Planning Commission will consider the site’s rezoning at its regular meeting at 6 p.m. on Wednesday. The rezoning will also need approval from the Wilmington City Council.

Current housing trends in Tallahassee suggest local officials should revisit its height ordinance to allow greater market flexibility in providing a greater degree of housing opportunity. By allowing developers to build up, rather than out, the burgeoning demand for housing will be met, helping manage affordability as well as negative impacts on nearby neighborhoods.

CollegeTown is a case in point. The currently vibrant mixed use development emerged from a underutilized warehouse district located along a railroad corridor where Tallahassee was a major transshipment point for receiving goods destined for the Big Bend region.

By the 1970s, however, goods shipments had largely shifted to highways and trucks, leaving blocks of vacant warehouses on prime real estate better suited to meeting the needs of the growing urban universities.

The city eventually changed its zoning to allow private developers to build up rather than build out, creating the conditions necessary for a vibrant mixed use development to emerge.

The western segment of this corridor has a maximum height limit of five stories. The eastern segment has a maximum height limit of seven stories.

The building height caps limit the financial incentives stake sports bettingfor developers to create new housing. These limits put upward pressure on rental prices and limit housing availability while unintentionally pushing higher-density development into surrounding neighborhoods.

In fact, all the building projects proposed or approved along the Gaines Street corridor are at the city’s maximum height limit or higher, indicating substantial demand to build higher. The city has already approved the Perla project for development at seven stories, two stories above the legal maximum of five.

This is not surprising. A survey of 40 student housing developments in seven college towns across the country conducted by the city found a median height of 12 stories.

The case of Tallahassee’s CollegeTown illustrates a larger issue playing out across the country.

Restrictive density laws, like height ordinances, limit a given area’s potential housing supply. Research conducted by the DeVoe L. Moore Center on density regulations and published by the Florida Policy Project suggests Florida cities could create thousands of new housing units and meet rising market demand by reducing density caps.

FORT MYERS, Fla. — Thousands of drivers zoom past the four-story development on Fowler Street in downtown Fort Myers, heading south on the one-way road.

It’s easy to not notice the different in just ten months.

In summer 2022, crews had fenced off the area to start building the four-story, 274-unit First Street Apartments, designed by Zimmer Development, based in Wilmington, North Carolina. Now it’s about halfway through the process.

“I can actually look out my window and see it, watching it come up,” said Fort Myers Mayor Kevin Anderson. “I think, ‘wow’, we’ve taken this big, empty piece of land that was not paying any taxes, by the way, and now we have a great complex going in.”

The land, where the former home of the First United Methodist Church stood for decades, could also serve as a gateway to the east end of downtown. The First Street Apartments are across the street from the public library and just steps from the downtown nightlife and shops.

“As most people know, we have a serious housing problem, not just in Fort Myers but, everywhere,” said Anderson. “We happen to have a high demand because of all of the people moving here and the low supply. So, the more we can do to increase that supply, hopefully, will cause the pricing for rental units and homes to level off and stabilize.”

This comes at a time where downtown Fort Myers is seeing more a focus after Hurricane Ian recovery. Most of the downtown businesses are back open as open parts in the region, such as Fort Myers Beach and Sanibel, lost businesses from the storm.

The question of housing that is affordable is a constant concern. We looked for two-bedroom, two-bath units with about 1,000 square feet in downtown Fort Myers in some of the newer or renovated facilities.

What we found for rent, searching on apartments.com:

Edison Grand: $2,275 for 933 sq. feet
Triton Cay: up to $2,750 for 1,364 sq. feet
West End at City Walk: up to $3,194 to 1,038 sq. feet

More of the walkable amenities are already in place on the western edge of downtown, such as a Publix and a First Watch across from West End at City Walk. Anderson hopes the First Street Apartments will lead to more development and more options that are easy to reach on the eastern edge of downtown.

“We’ve got three hotels coming over nearby (First Street Apartments) but it’s also going to cause that section of Fowler Street, south of Second Street, to start to come alive,” said Anderson. “it’s very possible that, within a mile of that project, we could see a grocery store.”

Other buildings are also coming up, such as the Irving Downtown apartment complex, about 100-units promising “pet-friendly” and “eco-friendly” living with an estimated start date of construction at May 31 and an opening projection of the end of 2025.

A short walk from Doak Campbell Stadium, a seven-story mixed-use development called Perla at the Enclave will soon be the latest and tallest student housing Best Online Casino Sites 2024development for the CollegeTown area.

The $100 million project is located at West Gaines Street and Lake Bradford Road and brings more than 220 apartments, roughly 19,390 square feet of retail space on the first and second floor and a parking garage, permit documents show. The second through seventh floors will house apartments intended to serve 600 students.

The exterior will stand out from its neighboring developments due to its pink iridescent metal-shifting panels, which are designed to resemble an oyster shell. It’s an architectural wink to Florida’s oyster farming history.

Construction for the Perla project is slated to begin sometime next year once it’s fully permitted. Construction will likely finish within 18 months.

It will be the sixth project in the capital city for the North Carolina-based Zimmer Development Company, which describes its latest venture as the “capstone project for the Gaines Street Corridor creating a new marker for the entry to Collegetown.”

Other Tallahassee projects by Zimmer Development Company include:

  • Stadium Enclave — three-story structure completed in 2018: 601 beds
  • Urban Enclave — three-story structure completed in 2019: 565 beds
  • Prospect Row East/West/North — three-story townhomes completed in 2021 and 2022: 193 beds
  • Viridian One — Fully permitted, five-story boutique apartments under construction this year; (not exclusively student housing) with approximately 12,000 square feet of commercial and retail: 465 beds

Q&A with the Landon Zimmer, managing partner at Zimmer Development Company

How does the Perla at the Enclave complement your company’s other developments in the Gaines Street/CollegeTown area?

With the Airport Gateway coming soon, we really think that this project (the Perla) will be the crown jewel of the Gaines Street/CollegeTown area. After working with the city, we actually decreased the number of beds and units in order to accommodate more commercial and retail space here on the corner of Gaines and Lake Bradford, which is what we consider to be the nose on the face of Gaines Street.

How is Perla similar or different from your other projects?

Each of ZDC’s Tallahassee projects is unique from one another and that is by design . Perla will be seven stories tall and will have a glass and metallic façade that currently doesn’t exist anywhere else in the city. We’ve been taking our time with this design and project in order to make it an iconic structure on the corner of Lake Bradford and Gaines.  With the visibility from Doak and the university, we hope that this will become a structure that is nationally identifiable.

How does your company view Tallahassee’s student housing market in terms of your interest in bringing more student housing options to the capital city?

Since ZDC began developing student housing in the Tallahassee market back in 2015, we have always been methodical and developed with a long-term strategy of holding onto these developments, which is something we take pride in.  ZDC isn’t looking to build the maximum units per acre or sell immediately after lease-up. In being a family-owned business, ZDC has been able to make adjustments to design and structure that many companies wouldn’t typically care about.

We had an inkling that CollegeTown and this area were at the beginning of something special back in 2015 and in acquiring over 40 acres next to campus, ZDC has been able to be systematic in it’s approach, which we think will lead to a better final product as well as a product that is complementary to the University and neighborhood. ZDC plans to be in Tallahassee for the long-run and isn’t looking to saturate the market and we think that our student products in CollegeTown, which include garden style apartments with lots of green space, townhomes with amenities, boutique apartments, and eventually the Perla will all be something unique and different, which we hope will stand the test of time.

The Honorable Pamela W. McAfee, The Honorable Andrew Heath, The Honorable Donna S. Stroud ’85, John M. Nunnally ’92, Destiney Parker-Thompson ’20, Terry M. Brown, Jr. ’15, Emily Moree ’14, Nicole L. Heath serves as a Superior Court Judge and as the director of the North Carolina Administrative Office of the Courts (NCAOC). In his role as director of NCAOC, Heath manages and oversees the administrative services provided to the Judicial Branch’s more than 6,400 employees and hundreds of courthouses and facilities in every county of the state.  

A 1985 Campbell Law graduate, Stroud serves on the North Carolina Court of Appeals as Chief Judge. Stroud previously served as a District Court Judge in Wake County.  

A 1992 Campbell Law graduate, Nunnally is a senior litigator at Ragsdale Liggett, with more than 29 years of trial experience. His practice is focused on civil litigation and insurance defense, particularly construction, transportation and premises and product liability. He has tried more than 75 jury trials to verdict over his career. 

Thompson, a 2020 Campbell Law graduate, is a judicial law clerk for Judge Craig Goldblatt on the U.S. Bankruptcy Court for the District of Delaware. Prior to clerking, she worked as a bankruptcy associate under Trawick Stubbs Jr. — a prominent North Carolina bankruptcy attorney, after whom the Campbell Law Stubbs Bankruptcy Clinic is named. Thompson is starting this fall as an associate with the New York firm of Weil, Gotshal & Manges.

Brown, a 2015 Campbell Law graduate, practices for Buchanan Ingersoll Rooney. Brown is an experienced litigator who guides clients through complex commercial litigation, labor and employment law and products liability issues.  

A 2014 Campbell Law graduate, Moree serves as in-house counsel at Zimmer Development Company. At the company, Moree is responsible for legal documentation preparation, negotiation and review, as well as overseeing new project development, market selection and operations. 

Another member of Campbell Law’s Class of 1994, Tharrington is general counsel and the Vice President of human resources at Firebirds Wood Fired Grill. Prior to her current role, Tharrington worked for SPX Flow Power & Energy, serving as their general counsel.  

Cochran of Hardison & Cochran Attorneys at Law graduated from Campbell Law School in 2002. As the managing partner Cochran oversees the operation of Hardison & Cochran, in addition to representing individual clients in cases involving workers’ compensation and personal injury law.  

Four first-year Campbell Law students — the recipients of the law school’s highly competitive, full-tuition scholarships — will also join the board this year as ex-officio members. Those students are Zoyha Kashmary, the Janette Soles Nelson Public Service Scholar; Sierra Robertson, the Ben and Patrice Thompson Achievement Scholar; Zannah Tyndall, the Cheshire Schneider Advocacy Scholar; and Sydney Hussey, the Leary and Joy Davis Leadership Scholar. 

Campbell Law’s Board of Visitors helps the dean, faculty and staff develop strategic planning, launch new efforts around the law school and community and often act as a think-tank for many of the projects undertaken throughout the academic year.
